By the accident at Tokyo Electric Power Company's (TEPCO's) Fukushima Daiichi Nuclear Power Station (FDNPS), caused by tsunami triggered by the 2011 off the Pacific coast of Tohoku Earthquake, a large amount of radioactive material was released into the surrounding environment. After the accident, Airborne Radiation Monitoring (ARM) via manned helicopter has been applied as a method to quickly and extensively measure the distribution of radiation. Japan Atomic Energy Agency (JAEA) has continuously conducted ARM via manned helicopter around FDNPS. In this report, we summarize the results of the ARM around FDNPS in the fiscal year 2022, evaluate the changes of ambient dose rates and other parameters based on the comparison to the past ARM results, and discuss the causes of such changes. In order to contribute to improve the accuracy of ambient dose rate conversion, we analyzed the ARM data taking into account undulating topography, and evaluated the effect of this method. Furthermore, the effect of radon progenies in the air on the ARM was evaluated by applying the discrimination method to the measurement results.

Behavior of radiocesium ($$^{137}$$Cs) on the coastal seafloor near the Fukushima Daiichi Nuclear Power Plant inferred from radiocesium distributions in long cores

Continuous data of Cs-137 concentration in surface seabed sediment around the Fukushima Daiichi Nuclear Power Plant (FDNPP) from 2012 to 2022 was compiled and its temporal change was fitted by exponential function. In general, Cs-137 concentrations were gradually declining with time. However, at some monitoring points in shallow region, long half-lives and/or large deviations of Cs-137 concentrations were noticed. To gain insight into cesium dynamics in shallow seafloor, long sediment cores were collected at shallow region near the FDNPP, and the vertical profiles of Cs-137 concentration and particle size distribution were determined. At the beach, Cs-137 concentration and particle size distribution were very homogenized from several tens of cm to more than 1 m deep, probably due to strong vertical mixing by wind waves and tides. Therefore, beach sediments have significant Cs-137 reserves in deeper layers at present. It was suggested that the Cs-137 supply from deep layers as well as the land area might suppress the decline of surface Cs-137 concentration in this area. At sampling points located at the bases of cliffs and depressions at the offshore zone, the vertical distributions of Cs-137 concentration were highly heterogeneous, showing the particle size dependency. Moreover, Cs-137 profiles obtained at the same point for several years were quite different. Therefore, it might cause the large fluctuation of Cs-137 concentration at surface sediment over time.

Assessment of ambient dose equivalent rate distribution patterns in a forested-rugged terrain using field-measured and modeled dose equivalent rates

In this study, we surveyed air dose rates using hand-held and backpack-type scintillators in a forest of deciduous and evergreen trees in Fukushima Prefecture, Japan. The effects of topographic features on air dose rates were examined using multivariate adaptive regression splines (MARS) against five selected topographic parameters. The air dose rates were distributed unevenly in the forest, and air dose rates varied by more than 1$$mu$$Sv/h as a function of time, likely owing to ground wetness etc. The effect of different topographic parameters varied between survey dates. The MARS model predictions with all topographic parameters yielded an R$$^{2}$$ of 0.54 or higher. To discuss whether the effect of topography on air dose rates and soil contamination levels is consistent, air dose rates measured in the field were compared with those estimated from the depth profile of radiocesium in soil. Most air dose rates estimated from the soil samples were in the range of field measurements.

The local structure of glass-forming elements and waste elements in borosilicate glasses varies with its chemical composition. In this study, simulated waste glass samples were prepared and the chemical state regarding boron (B), silicon (Si) and waste elements of iron (Fe), cesium (Cs) were estimated by using XAFS measurement in soft X-ray region. To understand the chemical stability of simulated waste glasses, XANES spectra of B K-edge, Fe L$$_{3}$$, L$$_{2}$$-edge, and Cs M$$_{5}$$, M$$_{4}$$-edge were measured on the glass surface exposed to the leachate. As a result, it was found that the glass surface exposed to the leachate was changed and it was difficult to obtain a clear XANES spectrum. From the B K-edge XANES spectra on glass surfaces exposed to the leachate, an increase in three-coordination of B-O (BO$$_{3}$$) and a decrease in four-coordination of B-O (BO$$_{4}$$) were observed compared to the glass surfaces before immersion. The XANES spectra of Fe L$$_{3}$$, L$$_{2}$$-edge, and Cs M$$_{5}$$, M$$_{4}$$-edge show that as the exposure time in the leachate increases, the Cs present on the glass surface dissolves into the leachate. The XANES spectra of Si K-edge were measured on simulated waste glass surfaces before immersion, and it was confirmed that the change in XANES spectra given by Na$$_{2}$$O concentration had a larger effect than the waste component concentration.

The Fukushima Daiichi Nuclear Power Plant accident caused an accumulation of $$^{137}$$Cs in coastal sediment. The $$^{137}$$Cs supply from rivers to the ocean can affect the long-term fate of $$^{137}$$Cs in coastal sediment. Since the Fukushima coastal river basins include large decontaminated and evacuation order areas, considering the decontamination work and resumption of agriculture is important for predicting the $$^{137}$$Cs supply. We conducted a 30-year prediction of the $$^{137}$$Cs supply from the Fukushima coastal rivers to the ocean using a distributed radiocesium prediction model, considering the effects of human activities. In river basins with decontaminated and evacuation order areas, human activities reduced the total $$^{137}$$Cs outflow from agricultural lands, urban lands, and forest areas to the rivers and the $$^{137}$$Cs supply to the ocean by 5.0% and 6.0%, respectively. These results indicated that human activities slightly impacted the $$^{137}$$Cs outflow and supply. The $$^{137}$$Cs supply from rivers impacted by the accident to the coastal sediment was estimated to correspond to 11-36% of the total $$^{137}$$Cs in the coastal sediment in the early phase of the accident. Therefore, the $$^{137}$$Cs supply from rivers to the ocean is important for the long-term behavior of $$^{137}$$Cs in coastal sediment.

To elucidate chemical forms of Cs and I in microparticles produced via the Fukushima Daiichi Nuclear Power Plant accident and released into the atmosphere, we analyzed Cs and I in condensed vaporized particles (CVP) produced by melting experiments using nuclear fuel components containing CsI with concrete. CVPs consisted of many round particles containing Cs and I of diameters less than several tens of micrometers. Two kinds of particles were present: one containing large amounts of Cs and I, suggesting the presence of CsI, and the other containing small amounts of Cs and I with large Si contents. Most of CsI from both particles were dissolved in water. On the contrary, some fractions of Cs remained from the latter particles. These results suggest that Cs was incorporated in CVPs along with Si to form water low-soluble CVPs

We conducted 30 years simulation of environmental fate of $$^{137}$$Cs in the Abukuma River basin considering the characteristics of the $$^{137}$$Cs behavior in land uses. Overall, in the Abukuma River basin, the $$^{137}$$Cs transported into the ocean for 30 years was estimated to correspond to 4.6% of the initial deposition in the basin, and the effective half-life of $$^{137}$$Cs deposited in the basin was estimated to be 3.7 years shorter (by 11.6%) than its physical half-life. These results suggested that $$^{137}$$Cs deposited from the accident could still remain for decades. Based on the analysis of the $$^{137}$$Cs behavior in land use, in 2011, the contribution of $$^{137}$$Cs export to the ocean from urban lands was estimated to correspond to 70% of the total $$^{137}$$Cs export. Meanwhile, from 2012 to 2040, the contribution of $$^{137}$$Cs export from agricultural lands was estimated to correspond to 75% of the total $$^{137}$$Cs export. The reduction ratios excluding radioactive decay of $$^{137}$$Cs remained in areas with and without human activities for 30 years after the accident, defined as the ratios of the total outflow to the initial deposition, were estimated to be 11.5%-17.7% and 0.4%-1.4%, respectively. These results suggested that human activities enhance the reduction of $$^{137}$$Cs remaining in land in the past and future.

By the nuclear disaster of Fukushima Daiichi Nuclear Power Station (FDNPS), Tokyo Electric Power Company (TEPCO), caused by the Great East Japan Earthquake and the following tsunami on March 11, 2011, a large amount of radioactive material was released from the FDNPS. After the nuclear disaster, airborne radiation monitoring via manned helicopter has been conducted around FDNPS. The results of the airborne radiation monitoring and the evaluation for temporal change of dose rate in the fiscal 2021 were summarized in this report. Analysis considering topographical effects was applied to the result of the airborne monitoring to improve the accuracy of the conventional method. In addition, technique for discriminating gamma rays from the ground and those from the airborne Rn-progenies was also utilized to evaluate their effect on airborne radiation monitoring.

We conducted numerical simulations on the oceanic dispersion of dissolved radionuclide hypothetically released from the Fukushima Dai-ichi Nuclear Power Plant using long-term oceanographic reanalysis data. We evaluated the characteristics and trends of dissolved radionuclide behavior in the ocean using statistical analysis based on the simulation results. The surface meridional current at the release point in the Fukushima coastal ocean and the Kuroshio Extension significantly affected the north-south transport of the surface radionuclide in the Fukushima coastal ocean and the eastward transport of the offshore surface radionuclide, respectively. Because the surface kinetic energy in the coastal to the offshore area was larger, the range of the dispersed surface radionuclide tended to be larger. In summer (July-September), the increased frequency radionuclide entrainment by the Kuroshio Extension because of the surface southward radionuclide transport in the Fukushima coastal ocean and the large surface kinetic energy caused a large dispersed surface radionuclide. In winter (January-March), the decreased frequency radionuclide entrainment by the Kuroshio Extension because of the surface northward radionuclide transport in the Fukushima coastal ocean and the small surface kinetic energy caused a small dispersed surface radionuclide.

The local structure of glass-forming elements and waste elements in borosilicate glasses varies with its chemical composition. In this study, borosilicate glass frit and simulated waste glass samples were prepared and the chemical state regarding boron (B), silicon (Si) and waste elements of iron (Fe), cesium (Cs) were estimated by using XAFS measurement in soft X-ray region. Following results were obtained by XAFS measurements of simulated waste glass surfaces after immersion test to investigate the long chemical stability. (1) As the leaching time of glass samples in immersion test passed, the Cs M$$_{5}$$, M$$_{4}$$-edge XANES spectra disappeared and the Fe L$$_{3}$$, L$$_{2}$$-edge spectra changed. (2) A new compound was formed on the sample surface after the immersion test, and these changes in the surface state were confirmed by Raman spectroscopy. However, it became difficult to obtain a clear B K-edge XANES spectrum by forming a compound on glass surfaces. The Si K-edge XANES spectra of borosilicate glass frits with different Na$$_{2}$$O content were measured, and following was confirmed. (1) As the Na$$_{2}$$O concentration increases in borosilicate glass frit, the K-edge peak of Si shifts to the low energy side. (2) The intensity of the Si K-edge peak is maximum when the Na$$_{2}$$O content in glass frits was about 7wt%.

Annealing effect of absorbing property for Cs and CsI in fullerene investigated by synchrotron X-ray photoelectron spectroscopy

Cesium-135 having long life, 2.3 million y, that is contained in nuclear wastes may cause long-term pollution. Technology of isotopic separation of such long lived nuclide is indispensable not only for its volume reduction but also annihilation by nuclear transmutation. The recovery of atomic Cs from molecular CsI is mandatory. We have investigated fullerene C$$_{60}$$ as a potential absorber for Cs. Angle-resolved X-ray photoelectron spectroscopy, AR-XPS has been used to analyze the depth concentration distribution of Cs. Experiments were performed at soft X-ray beamline BL27A at KEK PF facility. We report on the annealing effect after deposition of Cs and the effect of heating substrate during deposition. For Cs/C$$_{60}$$ sample, the intensity ratio of Cs-3d/C-1s increased in double at the high temperature. This suggests that Cs atoms remain in the material at high temperatures. On the other hand, for CsI/C$$_{60}$$, the intensity ratio does not change much by elevating temperatures.

We investigated the variability in $$^{137}$$Cs activity concentration in individual aquatic insects in detritivorous caddisfly (${it Stenopsyche marmorata}$) and carnivorous dobsonfly (${it Protohermes grandis}$) larvae from the Ota River, Fukushima. Caddisfly larvae showed sporadically higher radioactivity, whereas no such outliers were observed in dobsonfly larvae. Autoradiography and scanning electron microscopy analyses confirmed that these caddisfly larvae samples contained radiocesium-bearing microparticles (CsMPs), which are insoluble Cs-bearing silicate glass particles. CsMPs were also found in potential food sources of caddisfly larvae, such as periphyton and drifting particulate organic matter, indicating that larvae may ingest CsMPs along with food particles of similar size. Although CsMPs distribution and uptake by organisms in freshwater ecosystems is relatively unknown, our study demonstrates that CsMPs can be taken up by aquatic insects.

Reservoir sediments generally act as a sink for radionuclides derived from nuclear accidents, but under anaerobic conditions, several radionuclides remobilise in bioavailable form from sediment to water columns, which may contribute to a long-term contamination in aquatic products. This study systematically investigated the $$^{137}$$Cs activities between sediment and pore water, which is a direct evidence of the remobilisation of bioavailable $$^{137}$$Cs from sediments, in two highly contaminated reservoirs affected by the Fukushima Dai-ichi Nuclear Power Plant accident. Our results strongly indicate a competitive ion exchange process between $$^{137}$$Cs and NH$$_{4}$$ via a highly selective interaction with the frayed edges sites of phyllosilicate minerals to be the major reason for the variability of the Kd values between sediment and pore water, even in the Fukushima case.

Airborne radiation survey after the accident

Airborne radiation survey was conducted to evaluate the influence of radionuclides emitted by the Fukushima Daiichi Nuclear Power Plant (FDNPP) accident. Carrying out airborne radiation surveys using a manned helicopter, the Japan Atomic Energy Agency (JAEA) has developed and established an analysis method concurrently with the development of this survey method. In particular, because the background radiation level differs greatly between the East and West regions of Japan, the JAEA has developed a discrimination method for natural radionuclide and cosmic rays using the gamma energy spectra. The reliability of the airborne radiation monitoring data was confirmed through comparison with large amounts of ground measurement data. Here, we report on the measurement technique and the results. The ambient dose rate has been decreased by the increasing attenuation effect due to radioactive cesium penetration into the soil in addition to the physical decay of radioactive cesium. These results indicate the importance of airborne monitoring to evaluate and predict the radiation exposure of residents.

An Effect of forest floor condition on radiocesium outflow in mountainous forest of Fukushima, Japan

A three-year monitoring of $$^{137}$$Cs outflow associated with soil erosion from decontaminated and burnt sites using an experimental plot was conducted in a mountainous forest of Fukushima, Japan. Corresponding with recovery of the forest floor cover, such as undergrowth and litter layer, the $$^{137}$$Cs outflow during the monitoring period in the rainy season of Fukushima decreased from 3.24% to 0.61% and 2.79% to 0.03% in the decontaminated and burnt sites, respectively. The forest floor cover ratio of 60% or more is a threshold for an effect on the $$^{137}$$Cs outflow in the monitoring sites. In the burnt site, a change of dominant outflowed materials from soil particles into litter and its fragments also contributes to the decreasing in the $$^{137}$$Cs outflow. A protective function of forest floor cover against the soil erosion inherent in the natural forest environment is effective for the migration control of the $$^{137}$$Cs outflow.

To understand the spatial variation in soil $$^{137}$$Cs inventory in complex mountainous topography, a whole-area investigation of $$^{137}$$Cs deposition in a broad-leaved forest catchment of a mountain stream was conducted using grid sampling. Across the catchment, organic and surface mineral soil layers were collected at 42 locations in 2013 and 6 locations in 2015. $$^{137}$$Cs deposition on the forest floor exhibited high spatial heterogeneity and altitude-dependent distribution over the catchment. The $$^{137}$$Cs retention ratio in the organic layer ranged from 6% to 82% in 2013. The $$^{137}$$Cs retention ratios had positive correlations with the material inventory in the organic layer and the elevation. The $$^{137}$$Cs retention ratios in the organic layer were less than 20% in 2015, even at the locations where the retention ratio was higher than 55% in 2013. Although there was spatial variation in the migration speed, $$^{137}$$Cs migration from the organic layer to mineral soil was almost completed within 4 y of the deposition.
